How do you get a cat (male) to stop peeing in a certain area of the house.?

He keeps going into the living room behind the dining room table and peeing in the corner. He has a litter box that is clean and in easy access for him. I think he is doing it to spite the fact that we rescued a dog last year. But how do I get the smell out and get him to stop doing it?
